​Legislative Argument (Buy Hemp Now): (modification 2022-04-21a)

1. Whereas:  In New York, community organizers have asked their legislators to clarify the legislative language to communicate that Fiber and Hurd are "Industrial Hemp" and CBD is "Cannabinoid Hemp", which has receive most of the legislative attention and created unreasonable restrictions for "Industrial Hemp" growers, and;

2. Whereas:  It can require one or more planting cycles to grow enough seed supply for New York Industrial Hemp farmers, and;

3. Whereas:  Farmers require legal seeds, of the best New York approved cultivars, with known yields and stable price, to know if planting Industrial Hemp will lead to a profit, and;

4. Whereas:  Farmers require approved soil, pest and rodent treatments and accurate associated costs like THC level testing, to know if planting Industrial Hemp will lead to a profit, and;

5. Whereas:  Farmers require reliable market visibility (price/lb. or price/ton) before planting, to know if planting Industrial Hemp will lead to a profit at harvest, and;

6. Whereas:  Industrial Hemp processors require a predictable supply market (price/lb. or price/ton) at harvest, to know if building an Industrial Hemp processing mill will lead to a raw material orders with a reasonable profit margin, and;

7. Whereas:  Industrial Hemp processors require a predictable demand market for their processed materials: fiber, hurd, bioplastics, biomass and other materials (like pulp used for paper), to know if building an Industrial Hemp processing mill will lead to a reasonable profit margin, and;

8. Whereas: The NYS Hemp Grain and Fiber Workgroup is on track to schedule 4 meeting for 2022 resulting in limited guidance for a growing industry at a critical time, and;

9. Whereas: The FY 2022 New York State Budget includes: $1 Billion in Small Business and Arts Relief and Recovery Assistance, $29 Billion in Public and Private Green Economy Investments, $311 Billion Infrastructure Plan, and;

10. Whereas: There is budget and a tremendous amount of work required to efficiently expand Industrial Hemp opportunities in New York, if additional leadership and Project Management are provided, and;

11. Whereas: An investment in leadership today can yield a reliable roadmap leading to measurable results before the 2024 election;

Therefore: It is requested that the NYS Hemp Grain and Fiber Workgroup recommend to the New York Commissioner, the Secretary, and Elected Representatives the following initiatives:
  1. We propose that Mr. Richard A. Ball, Commissioner of New York State Department of Agriculture and Markets places orders for Industrial Hemp finished products to kickstart the Industrial Hemp market in NY. This will create demand, provide critical evidence to support financial underwriting by banks and stimulate investment in farms and processing to fulfill the orders.
  2. Keep the NYS Hemp Grain and Fiber Workgroup but change the name into “The NYS Cannabinoid Hemp Workgroup” with a focus on hemp CBD, oils, flower, distillates etc.
  3. Establish and call a first meeting for “The Industrial Hemp Workgroup” with a focus on fiber, hurd, bioplastics etc.
  4. Define and fund an “Industrial Hemp Order Management Team” reporting to a part of the NYS office best equipped to create a system to receive product orders from the Federal and State Governments, where the system is operational ASAP with a sunset in 3 years and operational for 5 years maximum.
  5. Negotiate with the Executive branch to take a percentage of appropriate budgets to order Industrial Hemp products with an expected delivery of up to 24 months.
  6. Negotiate with the Federal Government to order Industrial Hemp products (like erosion control mats, absorbents, hemp paper etc.) with an expected delivery of up to 24 months.
  7. Negotiate with NYS Financial Services Industry professionals to underwrite creation of typical market stabilizing instruments like Future, Puts, Calls, Commodity Order Visibility and Hemp Crop Insurance.
  8. Provide a series of educational tours to communicate with each county on a regular basis and have representation at the annual New York State fair.
